If you get dropped off in Frederikshavn on your way to Skagen, just begin to walk along road 40, "Skippergade" turns into "Nytorv" -> "Gammel Torv" -> "Skagensvej".Chances are, if you walk with a sign and your thumb out, that a tourist or local will pick you up on their way to Skagen.
