Cornwall services is here so a good spot to ask around. I stood at the turn onto the A30. The cold wind and sleet helped, the road is just wide enough for a car to pull onto the grass and not stop traffic. Not ideal though

Direction South: Just at the entrance of the Shell Gas Station, you can stand there and catch the traffic coming from the station on the right. If the hitching is unsuccessful you can always catch the train or the bus from the very same spot

Direction South (Penzance): Safe spot, good visibility and possibility for cars to stop safely, you can stand in the grass verge

You can reach this roundabout form the St. Erth train or bus stations by a short walk. We got a lift to Plymouth in 20min time.

A little walk up from the main roundabout you will find a hardsholder which lasts about 30 meters cars can be travelling fast but good for heading north

Good place to go to Lizard, where it is easy to be seen. Just walk a little down the road so the cars can get on the side by the grass.

Great for traffic going to the A30.
Cars will have to pull into the grass though

Waited literally 5 seconds, great spot, lots of space to stop, got a hitch all the way to Bristol from here

Asked the petrol station if they minded if I hitch hiked out the front. One of them offered me a lift if I waited until they finished work! Otherwise I think it would have been a bit more tricky.
