Like several of these crossings with traffic lights along the coast, there is enough opportunity to stand on the road despite the absence of a shoulder since most traffic will be slow and leave the right lane at the junction (going east in this case)―Jergens

I don‘t think there is a better spot even though traffic is scarce. Sign to Gürcistan got me to Hopa after 2x45 min intervals. Stand next to the Mosque as drivers can stop there. Bus station is kind of below you for the worst case.―FlexiG
