IMPORTANT UPDATE: Now there is a normally functioning gas station, so cars no longer can stop at the exit ramp.

You can still try your luck and ask around at the gas station but it seems like mostly locals use this one and traffic is a bit small. After asking around for 45 minutes got ride to gas station near Varzas.

Not the best spot, lots of locals, but there is space to stop on the side and gas station nearby (Circle K) if you want to ask. Ended up taking the bus into Riga 2€ after 15 minutes.

Good spot to catch cars/trucks out of the ferry, there's space to stop and entrance to a parking. If you come in the Viking Line you will have time to catch at least the last half of the vehicles heading out. Got a truck almost all the way to Riga. Solo female, in the middle of a storm, sign Latvia.

One male 40+, no sign, one big and one small backpacks, sunny day. Going to Tallinn.
After waiting for over 1,5 hours at a different bus stop a few hundred metres down the road and not having luck. I moved to this bus stop. It had more space to stop than the previous one. A bit on a curve, but good visibility.
Within half and hour two women took me about 40 kms closer to Tallinn and left me on another bus stop where I got quickly got a ride directly to Tallinn.

A good looking spot. A bus stop, cars going downhill.
I was standing there for over 1,5 hours. 3 cars stopped offering me a ride to the next town (5 kms). But it looks there was not a good spot so I skipped the rides.
In the end I moved to the next bus stop, a few hundred metres west. And there I had more luck.

Got near here with a bus from the city centre (it’s also possible to take it for free, if you dare). The first car I approached was an Estonian number plated car, but they were heading to Tartu, if I didn’t have a plan to visit my grandma first, I would’ve went with them, but I needed to go towards Ikla. So I fortunately found a woman driving to Ādaži.
